Parliament Panel Rejects Nepal's Envoy Picks for Saudi Arabia and Malaysia

Setopati calls it a parliamentary first after both nominees refused lawmakers' requests to withdraw their names.

Nepal's Parliamentary Hearing Committee, the joint committee of both houses that holds hearings on the government's ambassador nominees, rejected two of the government's 13 ambassador nominees on Wednesday, October 14. Setopati called it the first time in Nepal's parliamentary history that the committee has voted down a government-recommended envoy. The 15-member committee unanimously turned down Giri Bahadur Sunar for Saudi Arabia and Chuda Mani Kharel for Malaysia, Setopati reported, after lawmakers asked both men to withdraw their names and both refused. Republica called it a rare instance of a parliamentary panel turning down government nominees and noted that most committee members are ruling party lawmakers.

The embassies in Riyadh and Kuala Lumpur serve two of the biggest Nepali worker communities abroad. Those embassies will not get the envoys the government picked.

The same sitting approved ten other nominees: Nishchal Nath Pandey for India, Kalyan Raj Sharma for China, Chiran Jung Thapa for the United States, Gaurav Shumsher Rana for the United Kingdom, Saru Joshi for Germany, Suresh Kumar Karna for Israel, Padmakshi Rana for Oman, Sangam Shrestha for South Korea, Prapti Sherchan for Spain and Manchala Kumari Jha for Sri Lanka, Republica and Rising Nepal reported.

The committee ruled that Sunar lacked the high moral character an ambassador needs, Setopati reported. Lawmakers raised a complaint alleging violence and threats against a woman, along with questions about his reported deportation from Germany and an allegation that he and Khagendra Sunar, the Rastriya Swatantra Party lawmaker elected from Banke-3, had together received Rs 3.3 million, about $22,000, during a police Deputy Inspector General promotion process, Setopati and OnlineKhabar reported. OnlineKhabar noted that the rejection does not by itself establish that the allegations are true. No cited report carries a response from Khagendra Sunar to the promotion allegation. Barshaman Pun, a Nepali Communist Party lawmaker, told the hearing, "We cannot tolerate violence against women," Setopati reported. Sunar denied the allegations and said no police case or warrant existed against him, Setopati reported.

Kharel faced questions about an alleged conflict of interest, financial dealings, links to manpower companies and claims that he took money promising to arrange grants for local governments, Republica and Nagarik reported. Kharel denied the allegations. He said he never promised grants or took money for them, Nagarik reported.

A 13th nominee, Jigyan Kumar Thapa, proposed for Japan, was put on hold after lawmakers questioned his permanent residency status there, Republica reported. Committee chair Bodh Narayan Shrestha said a decision on Thapa would wait until after Dashain, Nepal's biggest festival, pending documents on his residency, Republica and Nagarik reported.

Why it ran today

  • ranking judge 1: ranked #1 with 74/100. The vote is confirmed by Setopati, Republica, OnlineKhabar, Nagarik and Rising Nepal, and it leaves the embassies serving two of the biggest Nepali worker communities without the nominated envoy. It is an appointments story, so it takes the day's one inside politics slot. Personal stakes are the weakest dimension. Attribute the 'first ever' claim to Setopati and the committee, and keep the accuser's private details out.
  • ranking judge 2: ranked #1 with 74/100. Confirmed: the committee vote is carried by Setopati, Republica, OnlineKhabar, Nagarik and Rising Nepal, and it leaves the Riyadh and Kuala Lumpur posts, which serve two of the biggest Nepali worker communities, without the nominated envoy. It is an appointments story and takes the day's one inside politics slot. Personal stakes are the weakest dimension.

What the desk dug up

  • The pattern. Giri Bahadur Sunar's rejection was partly built on an allegation that he and RSP lawmaker Khagendra Sunar jointly received Rs 3.3 million during a police DIG promotion — and Khagendra Sunar was separately placed under an RSP internal investigation and barred from public events just one day before this hearing, over unrelated allegations of extortion and threats to kill a former minister. No outlet covering the ambassador story links these two simultaneous Sunar controversies. [OnlineKhabar English] [The Kathmandu Post]
  • The record. The widely repeated claim that this is the 'first time' a government-recommended ambassador has ever been rejected by a Nepali parliamentary hearing committee traces mainly to Setopati's own framing and the committee chair's comparison to past withdrawals; Republica independently hedges the claim as something that 'could be' unprecedented rather than confirmed, and a 2017 record shows the same committee's predecessor body took adversarial action — soliciting public complaints — against a batch of ambassador nominees. [Republica] [The Kathmandu Post]
  • The pattern. What actually broke from established practice was not the committee's power to reject but the nominees' refusal to take the usual exit: lawmakers asked both Sunar and Kharel at least twice, including mid-meeting, to withdraw their names voluntarily — the same path every previously troubled nominee, including 2024's Sri Lanka nominee Ram Krishna Bhattarai, has taken instead of facing a formal vote. Judge 1: The vote is well sourced across five outlets and the card headline is a verified declarative. But the take asserts the contested first in our own voice and implies an unsourced link to Khagendra Sunar's party probe, which is a defamation risk. The caption also states the first flatly, the body leaves Kharel unexplained, and an unfetched source plus an unsupported vacancy claim need to come out. All of it is fixable in one pass, and the caption gains a reader stake and a trigger with real friction.

Judge 2: All four edits judge 2 ordered for version 5 were made: the USD figure with NRB in the sources, the rewritten first sentence, the Riyadh and Kuala Lumpur embassy wording and the social hook. Every fact in the body, take, card and caption traces to Setopati, Republica, Nagarik, Rising Nepal or OnlineKhabar, and the survivor is not identified. Small style slips remain: one 27-word caption sentence carrying two numbers, Kharel's denial folded into a Setopati attribution, and a take line saying lawmakers 'did not let' the picks withdraw when they in fact asked them to. None is high severity, so with no revisions left the piece publishes, though virality sits just under target.

The complete record, including the advocate, skeptic, red team and defence arguments, is kept by the newsroom.
