Nepal Bans Priyagold Biscuits After India Finds Cattle Feed Bran Inside

The food department ordered every batch pulled and destroyed, while the same FSSAI notice named a dairy and a raisin maker Nepal's coverage never mentions.

Nepal's Department of Food Technology and Quality Control, the food safety regulator under the Ministry of Health and Population, has ordered an immediate halt to imports and sales of Priyagold biscuits after India's food regulator found bran meant for cattle feed being used in their production, the department said in a notice issued Sunday, October 18.

If you buy Priyagold biscuits in Nepal, every packet on sale is now covered. No shop or importer anywhere in the country may sell them. The ban applies to every batch of the brand regardless of production date, and shops must pull existing stock immediately and return it, DC Nepal and OnlineKhabar reported, citing the department's notice.

Priyagold, whose products include Butter Bite and Marie Lite, is made by the Noida based Surya Food and Agro Limited, The Week reported. India's food regulator, the Food Safety and Standards Authority of India or FSSAI, inspected the company's factory after a consumer complaint and found gunny sacks of chokar, bran, marked "for cattle feed" and "not for human consumption" being used as a fibre source in the biscuits, Outlook India and OnlineKhabar reported. The inspection also found lapses in factory hygiene, pest control, raw material storage and staff cleanliness, according to both outlets. FSSAI suspended the company's licence and sanctioned prosecution over the findings, Outlook India reported.

Nepal's department said it acted on FSSAI's October 17 notice and a recommendation from its own high level management group and product recall technical committee, meeting under director general Sanjeev Kumar Karna, OnlineKhabar and Nagarik News reported. The department has suspended Priyagold's import approval for now and ordered recalled stock destroyed under the watch of local government representatives and its own technical staff, with a written record kept, OnlineKhabar and Nagarik News reported. DC Nepal's version says destroyed or otherwise properly managed. It warned that anyone who keeps selling the biscuits faces action under Nepal's Food Hygiene and Quality Act, 2081, the law governing food safety.

What the coverage missed

FSSAI's October 17 enforcement round did not stop at Priyagold. The same notice sanctioned prosecution against Dodla Dairy Ltd over a full cream milk sample found to contain detergent or caustic soda, and against Ueir Organic Foods Pvt Ltd over pesticide residues in yellow raisins, Outlook India and The Week reported. DC Nepal, OnlineKhabar and Nagarik News do not mention these two companies in their reports on the ban, and none of them says whether either company's products are sold in Nepal or under any review here.

The FSSAI inspection that triggered Nepal's ban followed a consumer complaint in India, Outlook India reported. None of the three Nepali reports says the department ran its own test of Priyagold biscuits actually sold in Nepal.

What we still do not know

Has DFTQC, Nepal's Department of Food Technology and Quality Control, or Nepal's national food testing lab tested any Priyagold biscuits sold in Nepal, or does the ban rest only on FSSAI's notice? Director general Sanjeev Kumar Karna could answer this.

Are Dodla Dairy or Ueir Organic Foods products sold in Nepal, and is DFTQC reviewing them as it did Priyagold? The department's spokesperson and Nepal Customs import records could answer this.

Has Surya Food and Agro or its Nepali importer responded to the ban? Only the company and its importer can answer this.

How much Priyagold product was in the Nepali market when the ban took effect, and where it entered? Nepal Customs and DFTQC's import approval records could answer this.

Why it ran today

  • ranking judge 1: ranked #1 with 82/100. A government ban that changes what families can safely buy this week. It rests on the Department of Food Technology and Quality Control's own order, carried by four Nepali outlets, with India's FSSAI action behind it. Weakest reach dimension is buried angle, because every outlet runs the same notice. The desk can add a call to Surya Food and Agro or its importer, and must not imply anyone fell ill.
  • ranking judge 2: ranked #1 with 82/100. Confirmed from judge 1. The Department of Food Technology and Quality Control's own order is the primary record, carried by DC Nepal, OnlineKhabar and Nagarik, and it changes what families can safely buy this week. Weakest reach dimension is buried angle, since every outlet runs the same notice. The desk can add a call to Surya Food and Agro or its importer, and must not imply anyone fell ill.

What the desk dug up

  • Left out. The same FSSAI action Nepal cites as its basis also hit two other companies - Dodla Dairy for detergent/caustic soda found in full-cream milk, and Ueir Organic Foods for excess pesticide residues in raisins - plus labelling notices to Nestle India and HUL, issued the same day. None of this appears in any of the four Nepali reports on the Priyagold ban. [Outlook India] [The Week]
  • The record. Nepal's food department has banned Priyagold without citing any independent Nepali test of biscuits actually sold here, relying entirely on India's FSSAI notice - the same pattern seen in the 2024 MDH and Everest spice ban, when the department's own director general said Nepal lacked the lab capacity to test the products itself. That gap exists even though Nepal's food lab won international accreditation for 814 testing parameters in 2025. [Kathmandu Post] [Agro & Food Processing (citing DFTQC)]
  • Left out. FSSAI's inspection of Surya Food & Agro, the finding every Nepali report cites as the basis for the ban, was triggered by a single consumer complaint in India - not a routine audit or a broader market survey. No Nepali report on the ban mentions this origin. [IANS] [Outlook India]

Judge 1: The ban, the FSSAI findings and the dates are well sourced, and the angle on the uncovered dairy and raisin cases is real. Several lines outrun the record: 'should not be eaten', a household 'covered' by a trade order, 'a single complaint', 'prosecution', a negative claim about an unread Nepal Press page, a written-record detail pinned on the wrong outlet, and a take that states flat what the body hedges. The card headline is also ambiguous and does not name FSSAI as the finder. All of this is fixable in one pass.

Judge 2: Judge 2 ordered seven edits and all seven were made. The 2024 paragraph, which no one could verify, is gone from the body, the take, key_facts and sources. Caption, social_hook and lab wording are corrected. Every remaining claim traces to the fetched DC Nepal, OnlineKhabar, Nagarik, Outlook India and The Week pages, and the revision added no new unsourced claim. Small style slips remain: one caption sentence runs past 20 words, the caption body has no paragraph breaks, and the key fact about Nepali coverage is sourced to The Week. None is a high severity problem.

The complete record, including the advocate, skeptic, red team and defence arguments, is kept by the newsroom.
