Mahottari's Jaleshwor Floods as Ratu River Embankment Breaks in Three Places

Ratopati reports the Banchauri embankment broke at the same spot last year too, and no outlet has reported deaths, displaced households or crop damage costs.

The Ratu river's embankment broke in three places on Thursday, October 1, sending floodwater into Jaleshwor, the district headquarters of Mahottari district in Nepal's Madhesh province. Nagarik News and OnlineKhabar both reported the town was submerged after the breach.

The river broke through near Banchauri in Balawa Municipality, and at Gorigama and Madai in Mahottari rural municipality, according to Gorkhapatra. Floodwater then damaged standing paddy in six settlements, OnlineKhabar reported: Ratbara, Madai and Gorigama in Mahottari rural municipality, and Chhotka Ratbara, Bajrahi and Dhawauli in Jaleshwor municipality itself.

For farmers in those villages, this is the rice crop they feed their families on and sell at harvest. Ratopati quoted a local farmer saying the embankment breaks in the same places every year. Indradev Yadav, Mahottari's Chief District Officer, told OnlineKhabar that repair crews were already working to close the breaches and drain the flooded town.

None of the reports cited here gave any deaths, injuries or displaced households as of Thursday night. No outlet has put a monetary figure on the paddy losses either. Those numbers remain unknown a day after the breach.

What the coverage missed

This is not the first time the Banchauri stretch of the embankment has given way. Ratopati itself noted the same point broke last year too. Further back, the Kathmandu Post reported in 2021 that the Ratu river breached its embankment near Tilgadh and inundated about 900 houses there. A resident of Balawa told the paper the embankment "was in a dilapidated condition." No outlet has said that the Tilgadh stretch is the point that broke on Thursday. Ratopati reports that Banchauri, one of Thursday's three breach points, also failed last year.

Mahottari has had donor funded flood warning tools on the Ratu river for years. ICIMOD, the International Centre for Integrated Mountain Development, says it installed three community based flood early warning systems along the Ratu river in Mahottari district to alert residents before water rises. ICIMOD's records place them upstream, near Bardibas, Kalapani and Lalgarh. No source says whether they still run or cover Banchauri, Gorigama or Madai. None of the reports on Thursday's breach say whether any of those systems sounded an alarm, or whether they worked at all.

The pattern goes back further still. The Kathmandu Post reported in 2019 that officials in the same province patched broken embankments with sandbags that were "not strong enough to contain water," after Ratu floodwater tore through Mahottari and neighboring districts. The paper's own reporting said flood prone districts there faced the same ordeal every year with no lasting fix. CDO Yadav has described emergency repair work. He has not said whether a permanent rebuild is planned.

What we still do not know

Were the ICIMOD early warning systems active on the Ratu river, and did any of them send an alert before Thursday's breach? ICIMOD or CDO Yadav's office could answer that.

How many households have been displaced, and were there any injuries or deaths? Nepal Police in Mahottari and the CDO's office would know.

What is the paddy damage in the six affected settlements worth in money? Mahottari's District Agriculture Knowledge Center has not yet assessed it.

Is sand and gravel extraction continuing near the breach points? Political parties in nearby Bardibas warned in 2023 that such extraction threatened the Ratu river's banks. Bardibas sits upstream on the same river from Thursday's breach points, according to an ICIMOD field report. Whether extraction there affects the breach points is unverified. Balawa Municipality or the Department of Mines and Geology could say whether it played any part here.

Repair crews were working to close the breaches as of Thursday, CDO Yadav told OnlineKhabar. No date has been given for when Jaleshwor's drainage will be complete, or for when the embankment itself will be rebuilt rather than patched again.
