India Proposes Sudhakar Dalela, Its Secretary for Economic Relations, as Envoy to Nepal

Nepal has not granted agrément yet, a foreign ministry source told Pardafas, and its own pick for Delhi has had no reported hearing.

India has proposed Sudhakar Dalela, a 1993-batch officer of the Indian Foreign Service, the cadre of career diplomats who staff India's embassies, as its next ambassador to Nepal, Ekantipur, Republica, Hindustan Times and DC Nepal reported on Wednesday, October 7. He would replace Naveen Srivastava, who arrived in Kathmandu in 2022, the Kathmandu Post reported, and left last week, English Ratopati reported.

Dalela served as India's ambassador to Bhutan from 2022 to 2025, according to Indian foreign ministry details cited by DC Nepal. The Tribune framed the nomination as a sign of the weight India places on trade, energy and connectivity cooperation with Nepal.

The nomination is not final. It is still a proposal awaiting Nepal's formal consent, called agrément in diplomatic practice, before Dalela can take up the post.

Who Dalela is and what is pending

He is also a sitting Secretary at India's Ministry of External Affairs, serving as Secretary for Economic Relations, Greater Kashmir reported. Jharkhand Gyan, a regional information site, gives August 1, 2025 as the date he took that post. Nepal Wire could not confirm that date against an MEA release. Republica noted that rank. Adda247 Current Affairs, an exam prep site, reported he is also India's Sherpa, or lead coordinator, for the BRICS group of emerging economies in 2026. Nepal Wire could not confirm this against an MEA statement.

Nepal's own side of the exchange is incomplete too. Nepal's cabinet, led by Prime Minister Balendra Shah, recommended Nischal Nath Pandey as Nepal's ambassador to India around September 18 and 19, as part of a batch of 13 ambassadorial picks, Greater Kashmir and IANS reported. That nomination still needs approval from Nepal's Parliamentary Hearing Committee, the panel of lawmakers that vets senior appointments including ambassadors, and India's own agrément, Inshorts reported in September. Nepal Wire found no report that the committee has held his hearing yet. For now, both nominations wait on Kathmandu. Dalela needs Nepal's consent. Pandey needs Nepal's own lawmakers first, then India's consent.

A Nepal Foreign Ministry source told Pardafas that India has sent a formal note requesting agrément for Dalela, and that the process will move forward only once Nepal's government approves it. No public timeline exists for that approval.

The replacement also follows a short vacancy. English Ratopati reported that when Srivastava left Kathmandu, it had "not yet been decided who will come in his place." Srivastava joined the Indian Foreign Service in 1993, the Kathmandu Post reported. DC Nepal puts Dalela in the same 1993 batch.

Judge 1: The nomination itself is solid on four outlets plus a Foreign Ministry source quoted by Pardafas. But the piece states a three-year posting its own Kathmandu Post source contradicts. It invents a 'chief' title and a 'retiring diplomat' strawman, and says Nepal coverage missed a rank that Republica reported.
