Nepal names 2,465 people missing after floods, leaving 2,820 more unlisted

The list has no Indian nationals yet, and outlets give two figures for Rasuwa, the district with the most people missing.

Nepal's disaster authority has named 2,465 people missing in the August 26 floods, more than ten weeks after the disaster, but the list covers less than half the 5,285 people the same authority says are still missing nationwide.

The National Disaster Risk Reduction and Management Authority, or NDRRMA, published the list on Saturday, November 7. It names 2,294 Nepali nationals from 32 districts and 171 foreign nationals from seven countries, Republica reported. That totals 2,465 people, Peoples' Review reported. The authority's own data, cited by Republica, put the total number of people still missing after the Bhotekoshi-Trishuli floods at 5,285. Take the 2,465 named from the 5,285 counted and about 2,820 people are not on the published list yet. NDRRMA says the list is not final, Peoples' Review reported. The authority will issue a revised notice once District Administration Offices and foreign missions send more details, Republica reported.

For families in the 32 listed districts, the release matters now. NDRRMA said anyone listed as missing who is found alive, or their immediate family, must file a claim within seven days, Republica reported. People who spot an error in a listed name or detail can email a correction to the authority, Peoples' Review reported. Families can check the list on the authority's website or ask their local government or District Administration Office, Peoples' Review reported. No details were given on the missing who were not named, ETV Bharat reported.

Rasuwa, the district with the most people missing, anchors the list, though outlets do not agree on the number. Republica put Rasuwa's missing count at 1,583. ETV Bharat and Peoples' Review, both citing the same NDRRMA notice, put it at 1,538. The two counts differ by 45, a gap sitting inside the single largest figure on the whole list. Sindhupalchok follows with 219 missing, Bardiya with 74, and Jumla with 63, Peoples' Review reported, citing the authority.

Among the 171 foreign nationals named, 54 each are from Malaysia and Ukraine, 33 from Australia, 11 from Russia, nine from South Korea, eight from Germany and two from Italy, ETV Bharat and Peoples' Review both reported. Not one Indian national appears. NDRRMA said it had not yet received a confirmed list from the Indian Embassy, ETV Bharat reported. Nepal ended its 40 day search and rescue operation on October 5, ETV Bharat reported, shifting focus to rebuilding.

Separately, Nepal Press reported that the education ministry has decided to give free scholarships through higher education to children of people killed or missing in the floods, starting with 27 students in a first phase, with more to be added as identification continues. Nepal Wire could not open the Nepal Press report this morning and has not confirmed the decision with the ministry.

What the coverage missed

NDRRMA's foreign nationals list excludes India entirely even though Indians were the largest nationality among foreign tourists reported missing while the search was still running. Nepal's Department of Tourism said while the search was still running, before it ended on October 5, that 189 of 607 missing foreign tourists were Indian, more than from any other country, OnlineKhabar reported. Ten weeks on, NDRRMA's list names no Indian nationals because the embassy has not sent a confirmed list, ETV Bharat reported.

What we still do not know

NDRRMA has not said when it will publish names for the roughly 2,820 people its own data still counts as missing but has not listed. NDRRMA could answer this.

Nobody has explained why the Indian Embassy in Kathmandu has not supplied a confirmed list of missing Indian nationals. The embassy and Nepal's Department of Consular Services could answer this.

It is not clear which Rasuwa figure, 1,583 or 1,538, NDRRMA actually published. NDRRMA's own data unit could answer this.

The education ministry has not said how many children beyond the first 27 will qualify for the flood scholarship, or what the eligibility rules are. The ministry's press office could answer this.

Why it ran today

  • ranking judge 1: ranked #1 with 80/100. NDRRMA's own notice is the primary record. Republica and New Indian Express carry it, and families have a seven-day claim window, so a reader would tag a relative to check the list. Writers must give each outlet its own figure, 2,294 or 2,465, call the list provisional as NDRRMA does, and keep the 27-student scholarship as Nepal Press's unconfirmed report. Weakest dimension: comment friction.
  • ranking judge 2: ranked #1 with 80/100. Confirmed from judge 1. NDRRMA's notice is the official record, carried by Republica and New Indian Express, and families have a seven day claim window, so readers would tag relatives to check the list. Weakest dimension: comment friction.

What the desk dug up

  • The numbers. NDRRMA's newly published "detailed" missing list names only 2,465 of the 5,285 people the authority itself still counts as missing from the August 26 floods — leaving roughly 2,820 people, more than half the total, with no published name, district or any detail at all, over ten weeks on. [Republica (myRepublica)]
  • Left out. The 171 "foreigners" on NDRRMA's new list come from only seven countries and explicitly exclude Indian nationals, even though Indians were the single largest nationality among the hundreds of foreign tourists the Department of Tourism reported missing in September. [ETV Bharat] [OnlineKhabar]
  • The numbers. Outlets citing the same November 7 NDRRMA notice report two different Rasuwa district missing counts — 1,583 in some reports, 1,538 in others — a 45-person gap in the single highest district tally that no outlet has flagged or reconciled. [Republica (myRepublica)] [Peoples' Review]
  • The pattern. NDRRMA's Nepali missing list was built from local-government recommendations based on where missing individuals held permanent residency — a different, and so far unreconciled, method from the hydropower industry's own worker counts, which put up to 934 people from 11 Rasuwa/Nuwakot projects out of contact and which the energy minister separately described as over 800 missing as of late September. Judge 1: The core story is sound and matters to readers: NDRRMA's provisional list, the gap to its own 5,285 count, and the missing Indian list all trace to the pages. But the card's second line misstates the missing count, the claim window sentence garbles two procedures, and the ranking order to call the list provisional was ignored. The OnlineKhabar date and several overreaches in the take and caption also need one precise editing pass.

Judge 2: All three edits from the last ruling were made: paragraph 2 now says the 5,285 count was 'cited by Republica', the OnlineKhabar used_for no longer says 'September', and the caption names each outlet with its own Rasuwa figure. A full reread against the pages found nothing new that breaks the piece. The 2,465 total, 5,285 count, 171 foreign breakdown, 45-person Rasuwa gap, district figures, October 5 end date and the August 26, 2027 anniversary all check out. The scholarship claim is not verified because the Nepal Press page returned a 403 and the search tool hit its limit, but the article credits it to Nepal Press and says plainly that it is unconfirmed.

The complete record, including the advocate, skeptic, red team and defence arguments, is kept by the newsroom.
