Counting for vice president and general secretary began Saturday night, hours late, as police held a candidate in an alleged Israel job fraud.

Gagan Thapa, who has led the Nepali Congress since a special convention in January, was elected party president at its 15th General Convention with nearly 94 percent of the vote, beating Shyam Krishna Khadgi. The count ended Friday night, October 9, at the National Assembly Hall in Kathmandu, DC Nepal reported. Thapa won 6,584 votes, DC Nepal reported. Republica, Nagarik News and Setopati also reported the nearly 94 percent share.

Counting for two more open posts, vice president and general secretary, began at 7:30 pm Saturday after hours of delay, Republica reported. Ballot boxes were opened in the presence of candidates' representatives before counting started in 14 rooms at the party's central office in Sanepa, with CCTV cameras installed to keep the process transparent, Nagarik News and Setopati reported. Election committee coordinator Prem Bahadur Khadka and member secretary Raju Katuwal oversaw the count.

Police allege a candidate at this convention took more than Rs 2.5 crore from Nepalis hoping to work in Israel, DC Nepal reported. Police say those who paid had passed the caregiver exam under the Nepal and Israel government agreement and were left on hold. They were promised a cabinet decision would send them to Israel, DC Nepal reported. Thapa said the party must win back the trust of farmers, business people and Nepalis working abroad, Rising Nepal reported.

Addressing party workers in Sanepa after his win, Thapa pledged to bring everyone together, including Khadgi and whoever loses the remaining races, Republica reported. He said wins and losses in the count were momentary and that every member would share equally in rebuilding the party. Senior vice president Bishwa Prakash Sharma and women's vice president Pushpa Bhusal stood beside him as he spoke, Republica reported.

Police held Binita Khadka, a candidate for central member from the open women's category, DC Nepal reported. Police's Central Investigation Bureau, or CIB, detained her near the convention venue on allegations that she defrauded aspiring workers of more than Rs 2.5 crore, roughly $188,000, by promising them caregiver jobs in Israel, DC Nepal reported.

Speaking to reporters at the party office, Thapa said the party held zero tolerance for corruption and stood for the rule of law. "If any individual does something wrong or illegal, that person must carry the burden themselves, the party will not carry it," Thapa said, according to DC Nepal. DC Nepal's report carries no response from Binita Khadka and records no attempt to reach her.

What the coverage missed

The convention's result papers over a deeper rupture. Former president Sher Bahadur Deuba's faction does not recognise the 15th convention at all. Deuba's camp planned to begin its own ward conventions on October 1, The Kathmandu Post reported on September 27, and plans a central convention from December 7 to 9. The dispute traces to a January special convention that elected Thapa, which the Election Commission and the Supreme Court recognised, but Deuba and former acting president Purna Bahadur Khadka won permission in August to seek a Supreme Court review of that recognition, a review still pending, The Kathmandu Post reported.

Binita Khadka's arrest is not an isolated case. DC Nepal's own report on her arrest notes that four other accused in the same alleged fraud had already been arrested, including Bharat Chaulagain, a former convention representative from Ramechhap.

The convention also handed Thapa's closest ally a new rung of power. Thapa played a role in creating a senior vice president post for the first time, and delegates then elected Sharma to it unopposed, since he was the only candidate to file, OnlineKhabar reported. The post was not created merely as an honour, the outlet reported, because it carries responsibility for key party functions.

Vote counting for vice president and general secretary was still underway, Republica reported. Party members have one week to review the convention's adopted report before the new Central Working Committee's first meeting drafts an action plan, Rising Nepal reported. The Deuba faction's parallel convention is set for December 7 to 9, The Kathmandu Post reported.

What we still do not know

  • Could the Supreme Court's pending review unsettle Thapa's recognised leadership and this convention? The apex court or Nepali Congress's legal teams on both sides could answer that.
  • Does Chaulagain still hold any formal role in the party under Thapa's leadership after his arrest in the same fraud case? The party's central office in Sanepa or the CIB could say.
  • How many people have filed complaints in the Israel caregiver case, and what does CIB now believe is the total amount defrauded? Only CIB can confirm that.
  • What specific powers does the new senior vice president post carry, and under what party rule was it created? The Central Election Committee could explain that.

Why it ran today

  • ranking judge 1: ranked #2 with 64/100. Real development since our October 9 vote-delay story. Several outlets confirm Thapa won the presidency with about 94 percent, so the result is verified. It is party business and takes the single inside-politics slot. Any mention of Binita Khadka must say police allege, and the Rs 2.5 crore figure rests on DC Nepal alone. Weakest dimension is personal stakes.
  • ranking judge 2: ranked #2 with 64/100. Real development since our October 9 vote-delay story: Republica and Nagarik independently confirm Thapa's roughly 94 percent win, and the VP and general secretary results may land before publishing. It is party business and takes the single inside-politics slot. Khadka stays at police allege, with the Rs 2.5 crore figure attributed to DC Nepal or left out. Weakest dimension is personal stakes.

What the desk dug up

  • Left out. Every piece of coverage here treats Thapa's convention as the Nepali Congress, but a large faction led by former president Sher Bahadur Deuba does not recognise this convention at all, is running its own ward-to-central convention process through December, and has a review of the underlying Supreme Court ruling still pending. [The Kathmandu Post] [Nepalnews.com (English)]
  • The pattern. The arrest of convention candidate Binita Khadka, which Thapa dismissed as one individual's wrongdoing, is the latest in a widening Central Investigation Bureau probe into an alleged Israel-caregiver job fraud that had already led to the arrest of a second Congress figure, former convention representative Bharat Prasad Chaulagain, roughly three weeks earlier. [OnlineKhabar English] [OnlineKhabar English]
  • Who benefits. The convention created a brand-new post, 'senior vice-president', specifically for Thapa's longtime ally Bishwa Prakash Sharma; only Sharma filed candidacy for it, so he was declared elected unopposed with a mandate over key party responsibilities. [OnlineKhabar (Nepali)] [OnlineKhabar (Nepali)]
  • The numbers. Figures in the cited coverage, read together, suggest roughly 700 of the convention's registered delegates may not have cast a ballot in the presidential race -- a gap none of the outlets flags or explains. [Nepalnews.com (English)] [DC Nepal]

Judge 1: The core result is verified across several outlets, but the piece carries real errors. It invents a middle name for Bharat Chaulagain and moves the presidential count to Sanepa when DC Nepal places it at the National Assembly Hall. The caption turns Thapa's 6,584 vote total into a winning margin and states the Rs 2.5 crore figure without the DC Nepal attribution the ranking orders require. The reader stake sits unused in the record: police allege the scheme targeted caregiver exam passers on hold for Israel. Every problem is fixable in one pass, so revise.

Judge 2: All eight edits judge 2 ordered are in. That covers the vote share wording, the reader test sentences, the dropped timing claim, the four arrests without crediting CIB, the caption's Sharma and workers abroad lines, the Supreme Court review wording, the trigger and the take. A full reread against the pages found no new unsourced fact, no changed name or number, and no unflagged allegation. The ranking orders are met: Binita Khadka always appears under police allege, and Rs 2.5 crore is always credited to DC Nepal. What remains is small and cannot be fixed with no revisions left: the body runs about 670 words before the open questions and about 795 with them, so it passes 700. The roughly $188,000 conversion has no source. The caption hook leads on party politics, not on the stake for workers abroad, so virality stays below the 60 target, but that is not a reason to reject an accurate, defensible piece.
